Firstly you have to open this link http://payments.google.com.

If you have not done it already, you can create a new user profile in the new country by clicking on the little “EDIT PENCIL” present on the left of the word “Country”.
Just click on the label – “Create New Profile” and then enter all the required fields of information being asked, including the address of the place you’ll be staying in that new country.
After hitting “CONTINUE” and successfully choosing a “New Country”, you would be redirected to a “Payment credit/debit card” page.
After completion of all that, you will have a new “USER PROFILE”, in the new country. Appearing on the top left side of the “PAYMENTS” page, and then you can select the DEFAULT COUNTRY PROFILE.

In this process, you can virtually travel to any country and configure your settings accordingly, by changing your IP address from one place to another through setting up a VPN (Virtual Private Network).
